The point is that you're getting a second-chance.  Your first chance was
when you, the user, explicitly chose the "Deploy Nukes" menu option or
button (whether on purpose or not).  Also, the buttons should be
labelled "Cancel" and "Deploy", not "No" and "Yes", so there's even less
chance of you doing the wrong thing by mistake in response to the
question.

If the confirmation dialog had popped up as the result of a *system*
event, and not the direct result of a user action, then yes, the
destructive action should not be the default in that case.  But people
do get frustrated when the default button isn't set to the 'do it'
action otherwise.
