Hahaha.  Very good indeed.  How can I tell if it is a bug in my theme. 
Both scroll bars are from the same app.  The ok.jp was fine.  Nothing
was moved down.  Can border values cause this?  I could provide a test
case, it is simple.  I am just afraid no one would test it since they
would need to dl my theme.
