Well, gnome-desktop is mostly for gnome-core's internal use, but includes
things that may be useful to push into the lower libs at some point.  Having
this in gnome-core means that we can easily change it and fix gnome-core to
be all consistent without having to track and release gal or eel.
gnome-desktop is no place for things that aren't really useful in gnome-core
itself I don't think.
