We have two choices as I see it:

 a) 80% working, 20% buggy, forever, by using a heuristic
 b) reliable mechanism, and file bugs against apps that don't use it, 
    eventually reaching 100% working

Same basic choice we have for e.g. launch feedback. For anything
important, I think b) is the only reasonable course of action. I don't
want to sign up to receive an endless stream of unfixable bug reports
for all eternity.

To make b) work better, I think the key point is to have the SM and
window manager cooperate to notify the user about broken apps. This
then gets the right parties blamed, and gets user pressure directed
toward them, which then gets the apps fixed.
 
The dialog I have in mind is something like "the following windows
cannot be saved because they belong to applications that do not
support the "save setup" feature: [list of window titles]"

I'm not opposed to doing that if it can be done reliably. I'm not sure
what the mechanism is though. What I'm unhappy about is choice a)
above, in any of the many contexts where these same two design options
come up.
