The easiest way is to convince Ubuntu folks to package the newest
version. To do that you can file a bug at [1].

If you want to compile deskbar yourself run "sudo apt-get build-dep
deskbar-applet" after that you run "./configure --prefix=/usr", "make"
and finally "sudo make install".
