I did some more checking and found:

$ cheese --device=/dev/video1
...
(cheese:9922): GStreamer-CRITICAL **: gst_bin_add: assertion 'GST_IS_ELEMENT (element)' failed

(cheese:9922): GLib-GObject-CRITICAL **: g_object_ref_sink: assertion 'G_IS_OBJECT (object)' failed

But this works:

$ gst-launch-1.0 v4l2src ! xvimagesink
