This requirement can be met only on Debian experimental.

On Ubuntu the lib can be found only or 14.04 (trusty), which has not
been officially released.

That is normal and expected (although unfortunate) for a new release. Ubuntu is sometimes a release or two behind the latest stable GNOME release, and Debian (with its long stable cycle) can be many releases behind. The GLib requirement is for a new command-line argument handling API, and is not available in earlier releases.
