This is not caused by the encoding of the camera. Cheese master version
uses camerabin as pipeline base and uses camerabin's defaults for image
capture. You can change that in the code in file
libcheese/cheese-camera. We would accept a patch that makes jpegenc's
quality configurable in gsettings if you are up to it.
