California uses the freedesktop.org D-Bus service timedated to obtain timezone information, which is in turn provided by systemd:

What system are you using?

Regarding the more conventional methods, it's imperative that California not merely have the UTC offset but the Olson zone code (i.e. "America/Los Angeles").  timedated seemed like the best source for that information (especially since GNOME's Date & Time panel uses it).

On startup the calendar is blank and there are a number of error messages about timezone, time, date, etc. This system does not use systemd - does California only work with the systemd timedate/region daemons or should it work when the timezone, time and date are set by more conventional methods?
