California uses the freedesktop.org D-Bus service timedated to obtain timezone information, which is in turn provided by systemd:

What system are you using?

Regarding the more conventional methods, it's imperative that California not merely have the UTC offset but the Olson zone code (i.e. "America/Los Angeles").  timedated seemed like the best source for that information (especially since GNOME's Date & Time panel uses it).
