Calendar does not show time or date

Using California-0.1.1 with gnome-3.10.x compiled from source.

On startup the calendar is blank and there are a number of error messages about timezone, time, date, etc.

This system does not use systemd - does California only work with the systemd timedate/region daemons or 
should it work when the timezone, time and date are set by more conventional methods?
