Well, initially I tried to use the flatpak runtime from inside Builder as I
assumed this should be the easiest. That's when I got the error:
configure: error: --enable-hello-cpp-plugin requires --enable-idemm=yes
and subsequently switched to a "traditional" build on my F25 host with just
using autogen.sh/configure.
My guess is that somehow the build doesn't happen entirely in the flatpak
sandbox but I'm not sure how to debug that.
So initially I though about cleaning my entire flatpak settings with fire
(i.e. deleting all flatpak repos and builds) but I'm not sure which
directories need to go for that.
Also I'll try a new build later. Maybe I'll spot something related to building
gtkmm.

PS: Thank you very much for your super-fast response times. Really makes a
difference when starting a new community so I can just hope you can get more
users "hooked up" :-)
