I am actually going to go one step further and suggest you skip the 3.16
release entirely, and just go straight to 3.17, targeting 3.18 for your
first stable release. There is value in "release early, release often,"
but on the other hand you get one chance to make your first impression,
and releasing too early has backfired for some of our newer apps, like
gnome-music which has been received quite negatively. I don't think it
would be beneficial to Builder for it to show up in distributions before
it can actually build stuff (from the UI, nice to see the ide-build
command now exists!).

I am interested in how others feel about this. I don't disagree. It's
just my crazy personality to expect that we can get libide merged in 5
weeks.

The reality is that Fedora is already shipping it in FC22 and rawhide.
So there will be a product there whether we like it or not.

However, they have enough delay between GNOME releases and Fedora
release that we can perhaps have a followup release or two.
