For example, we want to run a development buildbot for testing
upgrades and we want to run the actual live service. The bulk of
master.cfg will be the same, but the things that are different get
broken out into a secondary file.

Also, I think something similar will apply when running a gnome-2.24
and gnome-mobile service.
