I don't know if this helps or not, but the sample .jhbuildrc files
('sample-tarball.jhbuildrc') that we've been shipping with official
GNOME releases have had the following little hack:
 os.environ['PWLIBDIR'] = os.path.join(checkoutroot, 'pwlib-1.10.4')
