[banter-list] New dependency in Banter project

I've just updated the build and project in Banter to depend on
notify-sharp.  I'm beginning the work of adding notifications to
Banter.  You can get notify-sharp the following ways:

Download the source and spec file for OpenSUSE 10.3
http://build.opensuse.org/project/show?project=telepathy

In the telepathy project repo on OpenSUSE build service
http://software.opensuse.org/download/telepathy/openSUSE_Factory/
