I don't think we changed anything related to radio streams between
your two message. I guess the servers for your streams were just in
better shape.
But, thanks to the work of Olivier, I've just committed a patch that
makes Banshee retry if a query for a playlist times out:

This change is only available on git master, not in the 2.4 release.

If I fetch the playlist manually (with wget for example), the .pls
file is downloaded fine. But all the streams listed in it return the
following HTTP error if I try to download them:
ERROR 403: Forbidden
There's not much Banshee can do here...

Other streams from the CBC listed at http://www.cbc.ca/video/#/Radio
work fine, so maybe they've implemented some access restrictions on
the ones listed in that web page.
The web site does mention that some stations are restricted to Canada:
