There is already a bug open for this issue: https://bugzilla.gnome.org/show_bug.cgi?id=667499

The problem in the past was that Banshee was not logging what we submit to Last.fm so it was hard to diagnose the problem. Updated logging was added recently and is present in 2.4.0. Hopefully it will shed some light on the problem.

Can you please run with --debug enabled and attach your log to the bug? I'll take a look at it sometime soon and see if we can't figure out why this occurs. Here are some instructions on obtaining a debug log: http://live.gnome.org/Banshee/CommonQuestions/Logs
