"Song Reporting" is in fact scrobbling, so make sure you have it enabled.
Banshee need to be authorized to access your Last.fm account, that's
what the Account part in the preferences dialog is about.
Banshee only asks for your Last.fm login, not password, and then opens
a web page on Last.fm where you confirm you want Banshee to access you
account.
You can check whether it is the case by login in to the Last.fm
website and then going to http://www.last.fm/settings/applications
Banshee should be listed there.
If not, please go to Banshee, and follow the indications in the
Last.fm Account preferences (Click on "Log out" if it thinks you are
already logged in).

Drag-and-drop should work, but I think we have a few bugs filled about
issues with it. Please search for these in our issue tracker, and file
a new one if your problem is not already listed :

The volume slider tries to position itself so that the cursor is under
the mouse pointer, allowing you to set the volume by keeping the mouse
button clicked. This causes issue when close to the screen edge.
