As far as the version numbers go, 1.5.x was a bit of an unusual situation.  1.5.0 started as the development/unstable version that was supposed to build toward 1.6.  When 1.5.1 was released, it wasn't quite robust enough to be called 1.6, but it was relatively stable and much more feature-filled than 1.4.3, so it was thrown into the "stable" category at least partly to encourage distros like Ubuntu to include it in their repositories (since distros aren't very keen on including 'beta' software).  This decision meant that users of Ubuntu 9.10 got a shiny new Banshee, but it created some interesting problems for the rest of the 1.5.x series.  With 1.6, and now 1.7, the versioning system is back to normal, and the Ubuntu PPAs reflect that.

Anyway, maintainers would be able to give you a more thorough (and possibly accurate?) answer.  I'm mostly just basing this off the answer I got when I asked a similar question on IRC several months ago.
