Sorry I havn't got back to you sooner, been distracted by work and
another project.

I have just uploaded it to the projects Bugzilla.

The version of Bugzilla has been tested with the current SVN and
appears to work fine.

The Tag Cache reading and writing is contained in two classes (with
TagCache in their names) so it should be quite straight forward to add
to whatever you like.

Let me know if you have any problems or have any thoughts.
