There's a very easy command for it:
mkdir -p ~/.config/banshee-1

On the other hand, if you want the point and click interface, here it
is:
1. Click Places (from panel) ->Home Folder
2. Click View->Show Hidden Files (or Ctrl+H for short)
3. Navigate into the folder called .config
4. Right click on a blank space.
5. Click New Folder.
6. Name it "banshee-1". 
7. You're done.
