If you only ever import music from the music library folder, then the
current Rescan tool should behave like the 'full' scan you describe -
it will add any new files, remove deleted ones, re-associate
moved/renamed files, and update data from files modified since the
last import/rescan.
The 'quick' scan you describe is exactly what the Import folder process does.
