Where does configure or anything say GStreamer 0.10 is DEVELOPMENTAL?

I will cook up some configure foo for 0.10.8, but I was running out of
time, and it wasn't a really pressing issue. Packagers are aware of the
0.10 support, and will pass the option if they choose to enable it.
Those who build from source surely know of the --help option ;)
