You (should) just need lame (gst-plugins-lame is what it's called on 
mine).  I know
that one will work.  You might also be able to use faad if you want to 
do aac, but
I've never done it myself.

You can also enable the xing mp3 encoder if you're compiling from 
source (./configure
... --enable-xing)
