Yes, the EQ is in fact in CVS HEAD; should work with the Helix  
backend.  CVS HEAD will be released as 0.11.0 in the coming weeks  
sometime.

Unfortunately it doesn't work with gstreamer (yet).

As for adding bling, it's just a plain 'ol gtk application - the bling  
belongs in your gtk themes, not in the software :)
