From the beginning russian community used KOI8-R, now KOI8-R and UTF-8 are used vaguely 50/50.

The menu choice itself is a little unobvious: I thought that it's a spell-checking choice until I looked into the source. (multipurpose)
When UTF-8 is finally universal, it /will/ be only for spell-checking! In the interim, explaining exactly what it is used for is beyond the capacity of a menu item :(
