are you using slackware ? :)
distros usually take care of setting LANG to the correct value, which the  
user chooses on install or via a config tool. for redhat/fedora the LANG  
definition is in /etc/sysconfig/i18n and then other stuff imports it from  
there. for other distros ymmv
