Bug#193960: balsa: Attachment error buries email window

Not selecting a file for attachment and clicking OK will show an error
window.  When clicking Close in this window, the email window appears
to disappear as well.  Well, actually it and the file selection dialog
both get buried beneath the main Balsa window.  This is particularly
unnerving if Balsa occupies the better part of your screen estate.

How to reproduce:

  $ LANG=C balsa
  click Compose icon (or type m)
  click Attach icon
  click Ok
  ==> Error message: Attachement /home/.../ is not a regular file.
  click Close
  ==> Main balsa window hits foreground, compose screen and file
      selection dialog box hidden beneath it.
