You do use VCARD format, don't you?

run iconv -f iso-885-1 -t utf-8 address.book > new-address-book &&
mv -f new-address-book address.book

I do not know what vcard format standard says about this (I do not have 
spec at hand) but balsa expects the data to be using utf-8.
