"=20" on wrapped lines

Hi people,

I am getting "=20" on wrapped lines (all lines in a para except that 
last one) from the last few digests.

I have been seeing it occasionally on other mails but have never 
bothered to try and work out why it was happening.

Also, someone mailed me saying that an index.cgi file that I had 
attached in a mail to him had "3D" after every "=" in the code.

Anyone know why these things have happened? (I'm using 1.4.1 on RH 7.3).
