Balsa won't send email

I'm using Balsa 1.2.4, on a RedHat 7.2 system.

I'm using the same settings that work on XFMail, but when I attempt to
send email I get an error requester stating ;

SMTP server problem. (either) connection refused or no route to host.

This coupled with a Balsa box stating;

Message submission problem,placing it into your outbox. System will
attmpt to resubmit the message until you delete it.

Any ideas or pointers?
