The libESMTP approach to starttls might be useful here.
If the use TLS option is set to "never", the client ignores the server's
STARTTLS
advertisement. If set to "if possible" STARTTLS will be used if advertised.
If "require", the client drops the connection if STARTTLS is not advertised.
