Almost. Your first half is valid if you're using mbox mailboxes (Maildir,
which I use, is different). The standard Inbox is
/var/spool/mail/"username", where "username" is the name of the user in
question. The permissions on /var/spool/mail should be 1777 (sticky bit
on), which may be what your problem is.
