It should. The binary rpm is build on rh7.1 and this is why you get so 
many failed dependencies. But, assuming you have rh6.2+updates (rpm update 
is crucial, balsa.spec file uses some rpm-4.0 constructions that were not 
available at rpm-3.x level, I believe; I think rpm-build package is 
necessary as well), following line should do:

rpm --recompile balsa-1.2.0-1.src.rpm

I know Carlos Morgado built balsa on rh6.2. Binary packages are available 
at
ftp://ftp.chbm.nu/pub/
but they seem to require ximian.
