Without knowing more about your setup it's impossible to be sure, but my
guess is that you are lacking write permission to the directory where the
mailbox is located, so Balsa cannot do dotfile locking.  To fix this you can
either change permissions on the directory, or if unable to do so (no root
access) you can move your mail spool to a directory you have control of
using procmail.
