This problem is probably due to you having the "C" locale, i.e. nothing.  If
you set the LANG environment to your locale (ex. "en_US"), it will work
properly.  Dealing with the C locale is improved in CVS.

Also, AFAIK aspell supports multiple languages and character sets, but
somewhat spottily.  It is a major goal for future aspell releases from what
I understand.
