As I remember from investigating this a while ago, responding to any
kind of return receipt request is entirely up to the recipient and is
done by the mail client. The MTA should never do anything in response to
those headers. Personally I always make sure that any receipt
acknowledgement a mail client I use may do is disabled.

If you carry on with this, you need to make Balsa generate the reply but
have it configurable with "never send/ask before sending/always send"
settings. And please make "never send" the default! :-)
