Balsa 0.4.6 is out

Balsa 0.4.6 is out, which is *NOT* what is in CVS.  0.4.6 was released
basically to fix the few major problems (not creating inbox/outbox/trash
automagically, etc) in 0.4.5 so that I could make the deadline for Debian
2.1 (slink) before it froze.

So if you are using 0.4.5, this won't fix anything useful, if you're using
0.4.7 (CVS), continue to use it.
