Depend on budget

My suggestion is

Give a number for t-shirts

1. Staff ( How many staff do we have? )

2. Speakers

3. Attended

So, if we decide 200 T-shirts

200 - Staff - Speakers = Attended (First come, first serve).

Also we could preserve some for donate GNOME.
