around US$20 for a GNOME tshirt + registration fee

If you registered for the event, lunch coupons will be provided, you can redeem lunch in the college canteen.

No, participants need to go to the venue by themselves.

I am interested to deliver a talk, is there any slot lying vacant ?

Deadline of call for talks is already passed, but you can definitely deliver a lightning talk of 5 mins as long as it's related to FLOSS :)
