How about a deadline of the proposal submission so that we can collect
enough proposals before deadline, make decision and then announce
publicly? 

It's also good if applicants know what key elements should be included
in the proposal, it's not necessary to be in the email, but it maybe a
good idea to have a link of webpage for people to find out more details,
etc. 

For the send list, we can also include the lugs contacts all over Asia.
So at the same time, when we promote the event later in Asia to draw
speakers or participants, we can always include them again :)
