Yes, seeing from that perspective, it does sounds strange.

By using license information the judgment if an artwork could be used in a collection, or not,  would have to me made by the users and not by an automatic method.

Yes, definitely. The only danger with reading the information from the file is that the file itself may not be accurate. For example, the file may be 1025x769 rather than 1024x768.

Why not limit wallpapers sizes? After all we want to have quality, and I really don't think disproportional resolutions help on that. We set a series of allowed resolutions. On submission that propriety is validated.
