Hi!

I have selected the encoding in the preferences but nothing has changed.
But I have found the reason for this bug and fixed it. 

In the list the encoding is shown like "KOI8R" while it has to be "KOI8-R". 
 
#locale
LANG=ru_RU.KOI8-R

I have changed in the file "src/libanjuta/anjuta-encodings.c"
at the line 227 "KOI8R" to "KOI8-R" and 
recompiled the program. Now everything work correct.
