Have you tried "Help->Anjuta Users Manual" and "Help->Anjuta FAQs"?

It seem like you have clicked on the context help BUTTON and you don't
seem to have devhelp installed. The context sensitive help is for
getting help for programing APIs (like function descriptions etc.). It
sure is implemented. You just need to install devhelp.

You press CTRL-H in the editor over the function name and you get the
function help.
