The exact name is libgnome-vfs-dev_1.0.5-1_i386.deb
I personally use sid/unstable but it's the same version as in woody.
I do update almost daily with apt-get from ftp.de.debian.org . Believe me, it's there, otherwise I couldn't compile anjuta myself.

You can also search for packages on http://packages.debian.org

However potato is pretty old and doesn't contain it (at least that's what debian.org says)
You need to upgrade at least to woody (testing) to get it.
