The packages name is libgnome-vfs-dev.
However potato is pretty old and doesn't contain it (at least that's what debian.org says)
You need to upgrade at least to woody (testing) to get it.

The -config file usually comes from the development package for whatever comes before '-config'. In this case, gnome-vfs-dev or gnome-vfs-devel (whichever one debian uses) should give it to you.
