[Anjuta-list] Optimization/debugging flags

Setting of project-associated build flags would be fine. In the moment
if the envoirenment-variable CFLAGS is set, this overrides internal
flags.

Debugging could be something easier! Context-sensitive icons in the bar
could give an quicker access.
