Sorry, it's not easy to be complete. Although infinited-desktop and
edge-flip can't be enabled at the same time, in general any can
utilize the flipper. So the solution I imagine is something like that
you need '(de-)register-for-flipper', and when none is registered,
the flipper is disabled. 

I don't see the final picture yet. It may not be necessary at all to
disable, if it suffices to deal with enter- / leave-flipper-hook.

That's why I run away from this for 1.7.0.
