You can use Emacspeak or a braille display for access, and there is a package
called oobrowser that may be useful as well.

With tags, you can easily find the declarations of variables, functions, etc.,
in a large project.

If you're using speech (with or without braille), it's probably more
practicable to run Emacs outside of X, directly from a Linux virtual console,
while Orca is running. Otherwise, unless a solution has been found, there may
be conflicts over access to the audio output.

Speech Dispatcher is supposed to mediate this, and it may provide a solution.
