No, it doesn't.

So try to add "brltty" command to rc.local script.
It's very dirty and not good soution, but often works.
This should not be necessary on ubuntu because there is already a brltty 
init script.

PS. No, i don't know where is rc.local in your distro. On my PLD it's in 
/etc/rc.d
